What is the Provincial Nominee Program (PNP)?

Under the PNP, participating Canadian provinces and territories can nominate foreign nationals for permanent residency based on their specific economic and labor market needs. Each province operates its own streams with unique criteria.

There are two streams within PNPs:

•       Enhanced PNP streams: Linked to Express Entry — nominees receive 600 CRS points and are fast-tracked to PR

•       Base PNP streams: Not linked to Express Entry — nominees apply directly to IRCC for PR (separate from the Express Entry pool)

Which Provinces Have PNP Programs?

Almost all Canadian provinces and two territories have PNP programs:

•       British Columbia — BC Provincial Nominee Program (BC PNP)

•       Alberta — Alberta Advantage Immigration Program (AAIP)

•       Northwest Territories — NWT Nominee Program

•       Yukon — Yukon Nominee Program (YNP)

Note: Quebec has its own separate immigration system (not a PNP) called the Quebec Skilled Worker Program (QSWP).

Ontario Human Capital Priorities Stream

Targets Express Entry candidates with relevant education and work experience who want to settle in Ontario. No job offer required for some categories.

BC PNP Tech Pilot

Fast-tracks skilled workers in 29 eligible technology occupations with a job offer from a BC employer. Processing can be as fast as 2-3 weeks for the provincial nomination.

Alberta Advantage Immigration Program — Express Entry Stream

Targets Express Entry candidates in occupations that Alberta needs, particularly in healthcare, engineering, and skilled trades.

Saskatchewan International Skilled Worker Stream

Open to workers with Saskatchewan job offers or those in occupations with high demand in the province.

Manitoba Skilled Workers in Manitoba Stream

For temporary foreign workers who have been living and working in Manitoba for at least 6 months with an offer of permanent, full-time employment.

PNP Eligibility: General Requirements

While each province has unique criteria, most PNP streams require:

•       Relevant work experience in a qualifying occupation

•       Educational credentials appropriate to the occupation

•       Language proficiency in English or French

•       A genuine intention to live and work in the nominating province

•       Financial resources to support yourself and dependents

•       A job offer from a provincial employer (required for many streams)

How to Apply for a PNP — Step by Step

Step 1 – Research Provincial Programs

Identify which province matches your skills, occupation, language ability, and lifestyle preferences. Review the specific stream criteria carefully.

Step 2 – Apply for Provincial Nomination

Submit your application directly to the provincial immigration authority (online or by paper, depending on the province). If linked to Express Entry, you may receive an Expression of Interest (EOI) score instead.

Step 3 – Receive Provincial Nomination

If nominated, you receive a provincial nomination certificate. For Enhanced PNP, accept the nomination within your Express Entry profile — this adds 600 CRS points.

Step 4 – Receive ITA and Apply for PR

With 600 additional points, you will receive an ITA in the next Express Entry draw. Submit your complete federal PR application within 60 days.

Step 5 – Receive COPR and Land in Canada

Upon federal approval, you receive your Confirmation of Permanent Residence (COPR) and can land in Canada as a permanent resident.

PNP vs. Express Entry: Which is Right for You?

If your CRS score is above 480+, Express Entry alone may be sufficient. If your CRS score is lower, pursuing a provincial nomination is often the most effective strategy to secure an ITA for Canadian PR.

Q: Can I apply to multiple provinces at once?

Generally, you can apply to only one province at a time in most streams. However, you can create an Express Entry profile and let multiple provinces send you Notifications of Interest (NOIs).

Q: Do I need a job offer for PNP?

Not always. Many streams are job-offer-required, but Human Capital streams (like Ontario's HCP stream) and Express Entry-linked streams often do not require a job offer.

Q: How long does PNP processing take?

Provincial processing varies from 2 weeks (BC Tech Pilot) to 6+ months. After receiving a nomination, federal PR processing takes an additional 3-6 months via Express Entry.
